Governor Phil Murphy has signed Senate Bill S4376 (L. 2025, c.139), creating the New Jersey Department of Veterans Affairs to oversee the administration of the tax credit for mental health care professionals who provide services to veterans. Overview of the Legislation

Effective 120 days from September 11, 2025, the new Department will be responsible for developing a monitoring framework for the mental health professional tax credit. It will also provide qualifying practitioners with the documentation needed to substantiate and claim the credit on their New Jersey tax filings.

Previously, mental health providers faced uncertainty around verification and documentation for this credit. The new system aims to simplify administration and increase accountability for both the state and participating professionals.
